Police
Chief Blair Ulring
LSAA
2010 Alumni of the Year
Blair
Ulring began with the Stockton Police Department in 1984. He
served as a Field Training Officer, Traffic Officer,
Special Weapons and Tactics (SWAT) Officer, and Background
Investigator until promoting to Sergeant in 1991.
As a Sergeant, he served as a SWAT Team Leader,
Traffic Sergeant, School Resource Officer Coordinator, and
Safe Stockton Program Coordinator.
He was the author of the current VIPS (Volunteers
in Police Service) Program and the Curfew and Truancy
Programs among many others.
Blair
promoted to Lieutenant in 1997.
As a Lieutenant, he served as the Watch Commander,
Administrative Services and Personnel and Training Section
Commander. Additionally,
he commanded the Special Weapons and Tactics Team (SWAT)
and the Special Investigations Section, which included
Narcotics, Gangs, and Vice enforcement.
Blair
promoted to the rank of Captain in March 2004, and was
assigned as Commander of the Field Services Patrol Bureau.
He promoted to
Deputy Chief in January 2005, and was responsible for the
Investigations and Special Services Bureau.
Blair then promoted to Assistant Chief in March
2008. In
October 2008, he was appointed Interim Chief of Police,
and then in August 2009, he was appointed Chief of Police.
Chief
Ulring is a Leadership Stockton alumnus and graduated from
the prestigious West Point Leadership and Command Program;
FBI National Academy in Quantico, Virginia; and POST
Command College. He
also graduated Summa Cum Laude, earning his Master’s
Degree in Law Enforcement Management in June 2002.
Chief
Ulring has been active in the community as a volunteer
member of Delta Rotary, San Joaquin Safety Council, First Tee of San Joaquin
County, San Joaquin Junior Golf, and
Past President of the Board of Directors of Big Brothers
& Big Sisters of San Joaquin, Stanislaus, and Merced
Counties.
